Black/white Husky seen with panhandler

*Not sure if this dog is actually lost.* Today around 11:40am, in front of Raleys parking lot on Notre Dame in Chico, there was a dog that seemed out of place with a man panhandling. I hate to assume but I see that husky’s frequently are lost, so just in case this is someone else’s missing husky I wanted to post a photo.
