Little cooking help please

I was doing some spring cleaning and found this odd looking pan in a cupboard...bet it’s been there 20 years. What is this called and how is it used? Would you use it, sell it or toss it? I’m guessing whatever goes into those holes gets stuck there permanently. Thanks.
