The city government wouldn't have to spend money on doing this if we acted like a civilized society that takes care of its people so they don't end up on the streets. Homelessness is a moral issue and it's also an economic issue. Homeless people don't contribute to the economy and cleaning up after them actually costs money. We can do better, we should do better.
