Help Resue this TJ street Dog.......any help or advice is appreciated.

This dog “Pancho” was hit by a car in Tijuana and a nice man paid to have his leg repaired with a metal plate and screws. It’s been about 8 months now since the surgery and he seems to be fine, but not sure if it’s safe to let him run really hard or jump from high places. He’s really sweet and has been neutered and vaccinated as well. He is still in TJ, but I’d like to find him a home over here since he will be on a street over there where the cars drive fast and hit a lot of dogs. There are also loose pit bulls in the neighborhood who have killed many small and medium dogs. Any tips or help to get him into a rescue in Sn Diego are appreciated. Thanks 🙏
