SUPER URGENT. FOSTER OR RESCUE FOR THIS DOG. HE IS LIVING OUTSIDE AND DRAGGING ON THE GROUND IN THE COLD ALL THE TIME WITH 30 other dogs in TJ. HE IS A PARAPLEGIC. I can transport. he is in TJ BUT I I can cross him to San Diego if there is a rescue or a foster willing to take him. He has an old spine fracture and it is NOT operable.
