Welder or fabricator to build a spare tire carrier for my Jeep

I have a 1990 Jeep Wrangler and I am looking for someone who can build me a swing out tire carrier. I would do this myself but I do not know how to weld, and would prefer that the job is done right. I own a harbor freight 125 amp welder. And can supply whatever materials you may need. I would love to learn, but this is not necessary. First picture should give an idea what I have in mind.
