Found article of winter clothing

I found a new looking and very pretty article of winter clothing on the sidewalk on the same block of Bank of America in Burlington, WA on February 12th. STILL hoping to find it's owner--this is so pretty and looks brand new, like it might have been a recent purchase or a gift.. Somebody has to be bummed that they lost it. :( I would love to get it back to you!!! If you can correctly identify it I will gladly do so. Been packing it around in my car for a month, it needs to go home!
