Sincerely, Dylan Email: [email protected] Phone: (626) 932-5585 Highlights in this Issue Department of Public Health Guidance for Vaccinated Individuals Residential and Commercial Eviction Moratorium Hippity Hoppity Spring Photo-Op Department of Public Health Guidance for Vaccinated Individuals On March 10, the Los Angeles County Department of Public Health published a modified Health Officer Order to reflect changes for individuals who are fully vaccinated to align with the Centers for Disease Control and Prevention's (CDC) new guidelines and interim public health recommendations. The guidance provides that fully vaccinated individuals may resume certain activities, such as gathering with other fully vaccinated people indoors without wearing masks or physical distancing; visit with unvaccinated people from a single household who are at low risk for severe COVID-19 disease indoors without wearing masks or physical distancing; and refraining from quarantine and testing following a known exposure if asymptomatic. The Department of Public Health recommends that fully vaccinated people should continue to: Take steps to protect themselves and others by wearing a mask, staying at least 6 feet apart from others, and avoiding crowds and poorly ventilated spaces. These precautions should be taken whenever they are: In public Gathering with unvaccinated people from more than one other household Visiting with an unvaccinated person who is at increased risk for severe COVID-19 disease or who lives with a person at increased risk. Avoid medium- and large-sized in-person gatherings Watch out for symptoms of COVID-19, especially if after contact with someone who is sick. If they have symptoms of COVID-19, they should get tested and stay home and away from others. Residential and Commercial Eviction Moratorium On March 31, 2020, the Monrovia City Council approved an Urgency Ordinance, which adopted emergency regulations that prohibit residential evictions for non-payment of rent and "no-fault" evictions. It was followed by a similar ordinance prohibiting commercial evictions, which was approved on April 7, 2020. These ordinances took effect immediately and will remain in place through the duration of the COVID-19 emergency declaration. The COVID-19 emergency declaration will exist until it is terminated, a decision made by the Monrovia City Council. Should the City Council decide to lift the COVID-19 emergency declaration, the Urgency Ordinance will continue to remain in effect for an additional six months. Emergency Regulations Prohibiting Residential Evictions Emergency Regulations Prohibiting Commercial Evictions Hippity Hoppity Spring Photo-Op Capture the spirit of spring at the Hippity Hoppity Spring Photo-Op! On March 27, 10 a.m. – 1 p.m., the Spring Bunny will make an appearance at Library Park. Throughout Old Town Monrovia, the family can enjoy four different photo opportunities along with take home arts and crafts activities. This program is free, but registration for 15-minute photo time slots are limited and required. To ensure the health and safety of the community and COVID-19 guidelines are met, families participating in this program must keep six-feet physical distance from other families and masks are required. 2021 Water Conservation Coloring Book Calendars Now Available! Prompted by the rise of safer at home activities, we would like to provide our community with this coloring book calendar for the whole family to enjoy! Make each month uniquely yours with snapshots of our charming city. Please complete the WATER CONSERVATION CALENDAR INTEREST FORM to select your option to obtain a calendar. Frontier Communications Working Through Citywide Upgrades For the next couple of months, Frontier Communications will be working throughout the City to make extensive improvements to their communications network. Work will be taking place on overhead lines and structures as well as underground vaults and work should be expected throughout the entire area of the City. Given the large scope of work, Frontier has contracted with a number of contractors to execute this work on their behalf. As such, the following is a list of contractors that have been hired by Frontier and have permits issues by the City. Line Works Briones Communications Legacy Communications Smartech Communications C-One Communications Allied Plus Low Voltage Trinity Communications Quantum Communications Services Under the Radar.com LV communications Frontier Communications is required to notify property owners and residents 72 hours prior to any work for improvements that might directly impact their property. Please note that some of the overhead facilities may be on lines that run through private backyards. Traffic Signal Improvements Continuing at Intersections along Duarte Road, Adjacent to METRO L Line (formerly GoldLine) The updated software for the traffic signal controller and an improved timing program along with improvements made at Myrtle Avenue and Mountain Avenue are part of an overall enhancement to the Duarte Road corridor as well as L Line intersections. Residents and motorists will notice reduced down time for railroad gates as well as signal priority to the traffic lanes that have been waiting the longest once the train arms go up. The public is encouraged to contact us with any feedback. Staff will continue to monitor the effectiveness of these improvements. If you report them into Public Works, you will be entered into a raffle and could win a $50 gift card to a Monrovia Business! If you are out and about around town and see furniture, boxes, or other items in the Right of Way (not on Private Property), please report them to Public Works. In turn, Athens Services will pick these items up within about 48 hours. Raffle tickets will be pulled each Thursday and the winners will be notified by Public Works Staff. The winner for this week's drawing is… Jon Sides! Since June 2020, we have received 3,359 reports for abandoned bulky items! Thank you for reporting these items! City of Monrovia Monrovia Strong Monrovia Renewal Construction Updates Work is nearing completion in the Northeast Section of Monrovia! In the coming weeks, Excel Paving Company will complete the final sections of concrete improvements and begin preparing for road reconstruction activities.
