Welder needed for steel bannister

I'm looking to hire someone to create a steel bannister for my spiral staircase. You'll need to cut off the top 6" or so of the existing posts. I also need one or two of the steps to be re-welded to the center pole. Paying a flat rate. Please let me know what your experience is and how much you'd charge for the job, including materials. Thanks.
