Found a AT&T cell phone

I notice a cell phone in the turning lane off C street and 76av, when I went and pick it up it was DOA (dead on arrival) the time was 4pm on Monday the 8th. The screen is shattered. Not sure if data can be retrieved or just knowing someone found "your" cell and that you can stop looking for it. Call and describe and its yours.
