ISO dog trainer who wants a project dog

I am in search of a dog trainer who is interested in a project dog. I have an 18 month old GSD. She is such a people person but is so scared of other dogs. She hasn't bitten but I keep her muzzle on. She is so good around the house but NEVER lays down. Not once, she can be out of the kennel 3hrs and still she hasn't laid down once. I live on the second floor of an apartment and she cant be running around all day long. She barks at any other animal she sees and I cannot take her anywhere. I cant hardly take her down to the bathroom in fear well see another dog. She isn't aggressive towards people in any way. But she is in the kennel most of the day at this point and it just isn't fair. She loves us and we love her so it breaks my heart. But I think she would be better off with someone who can train her to be less fearful of the world. Someone who can get it to where she can enjoy hikes and the dog park. I want her to be out of the kennel all day getting attention. She has a lot of anxiety and a strong personality. The vet describes her at "unique and a strong independent woman". I would just really love her her to go to someone with the time and skills to train her and turn her into a loved family member.
