Spotted Black Labrador Near Congress

Was driving with my friends near Congress St. District and saw what I believe is a black labrador walking down the sidewalk by himself wearing a collar. We tried turning around but lost sight of him. Unfortunately I did not expect to lose sight of the dog so I did not take any photos. Not sure how much this will help
