MANCHESTER, NH — A Manchester police officer on patrol noticed a suspicious car parked on East High Street on Wednesday.
The vehicle was running and the officer noticed a jacket draped in the window blocking the view of the driver. As the officer approached the vehicle he found a female in the vehicle identified as Chelsie Bixby, 31, of Manchester.
Bixby acted nervous and uncomfortable, according to police, and her behavior escalated and turned frantic. She was accused of putting the car in drive and rapidly accelerating. The tires didn't immediately gain traction and the officer ordered her to stop, police said. When she did not stop, the officer put a portion of his arm in the open window attempting to unlock the door from inside, according to a report.
At this point Bixby accelerated again, and started to move, dragging the officer approximately 15-feet, according to MPD Spokesperson Heather Hamel.
Officers followed the vehicle through the city. During the pursuit, the vehicle was reported to be traveling in excess of 70 mph. Bixby got onto Interstate 93 South and New Hampshire State Police were requested for assistance. The pursuit was terminated in the area of Exit 4 in Londonderry, due to speed.
Warrants were issued for multiple charges including Reckless Conduct with a Deadly Weapon, Reckless Conduct, Disobeying a Police Officer, and Operating Without a Valid Drivers License.
