VA Health Advocate Needed

I'm seeking assistance with navigating the VA system. Since moving to Oregon I've been trying for five years to get and maintain a regular physician and care plan. I'm being told they simply don't have enough doctors to go around. I'm having trouble with constant pain from arthritis and the only thing I have to manage it is ibuprofen. Cronic use is beginning to cause other issues and still I can't get help. Now with Covid...they are really beside themselves. Thanks in advance for any assistance.
