"Deaths per Capita" means how many deaths PER HUNDRED THOUSAND people in a state. The death numbers per 100,000 people in Florida, is similar to the death numbers per 100,000 people in California. If you can't figure out the meaning of "Deaths per capita", then you shouldn't be voting !!!
