Seeking Web Developer for Q and A

Hi, I am a computer science major and was hoping there is someone in Bellingham that has experience in backend development. I have some questions that I was hoping you could answer or at least help me refine the questions I do have to yield better search results. I understand HTML, CSS, and JavaScript but don't fully understand all of the frameworks and most importantly the back-end technologies. I am loosely aware of most of them but would appreciate someone talking to me via email or phone to help me connect some of the dots. I could pay you for your time if you understand what information I am seeking. Essentially I just want to understand how or what technologies I would research to create a website and mobile app that has the ability to allow users to create an account from either platform. Allow users to perform CRUD operations on a database from either platform and display that data back to them. I have experience with both web and mobile app development but I don't understand the backend elements. I am not seeking to create a social media platform or anything special I just want to understand how this would work. I would be making something in the simplest manner possible with basic data types to understand the process for now. There are so many tutorial on styling and creating simple apps but I haven't found the resources when it comes to understand the process of creating something more meaningful or connecting them to other platforms. Would I be using SQL? Do I need to create an API? Is a JSON or XML file involved? What about PHP? Of, if anyone has a good resource for doing this I would greatly appreciate it!
