I need a painter for plaster ceilings

My ceiling are dull from previous owners living there and never painting...We used ceiling paint but it doesn’t look like it took to the ceiling...I’m seeing around the edges like either to much paint or not enough was put on...Should we be using a different kind of paint or maybe just use a kilz primer/paint for ceilings?? We need help! Getting old and can’t see like we used to...
