SAN RAFAEL, CA — The City of San Rafael this week announced the promotion and hiring of two people who are set to take the helm of two city departments starting in April and June. Starting April 1, Jessica MacLeod will take over as the city's director of digital service and open government. In a community update, city manager Jim Schutz said MacLeod most recently served as the co-founder and head of the governments team at U.S. Digital Response. She has previously consulted for the City of San Rafael and Marin County, along with other governments, Schutz said. In a statement, MacLeod said there is an "urgent need for digital services and an open government that works for everyone." She added she is "optimistic that together we can make it easier for city staff to get things done, and deliver equitable, effective services for our community." The city also announced this week it has promoted Alicia Guidice from planning manager to community development director. She will begin her new role on June 1. Guidice has 25 years of experience working in both the private sector and in government, Schutz said. She will enter her new role after the retirement of Paul Jensen, the city's current community development director. "I am very pleased that Ali [Guidice] has been promoted to step in as the new director. Ali has great passion for her work and is forward thinking. The best part is that she knows the community," Jensen said.
