Rehoming for Young Cat

Scat is a 3 year old cat that I rehomed with another cat late last year because I thought that they were bonded but turns out they’re not. They get along perfectly fine but they aren’t bonded at all, he’s still really sad about his past owner but he’s even more sad because he can’t go outside. He’ll cry at my window all day and night and it hurts me because I can’t let him out I live by a main road and there’s not a lot of careful drivers in my apartment complex so I don’t feel safe letting him outside here, he’s a sweetheart but is more of an outside cat then an inside, I just want a small rehoming fee of $20 to make sure he goes to a good home! I’d like to know if you have a backyard or what your plans are for him
