living outside alone, please help

can anyone find it in their heart to help out this sweet boy who is living in the car lots. We are a non profit rescue group needing help. We found him a home leaving to Virginia state in the next 30 days, but we need a foster until he can leave. We will pull of the streets as soon as we have a volunteer who is willing to keep him for just 30 days. We have been feeding him and giving him water, so we know that he is very sweet.
