WAUWATOSA, WI—A proposal for an upscale apartment development in Wauwatosa was selected over three others that were considered to develop the Blanchard Street parking lot. The Wauwatosa Community Development Authority board on Wednesday approved plans to start negotiations with Mandel Group. The city issued a request for proposals last year for the site, known as the Blanchard Street parking lot. Other proposals considered were: Barrett Lo Visionary Development - Blanc (narrative and visual presentation)Bethesda Cornerstone Village and Cardinal Capital Management - Cornerstone VillagePalisade Property - Blanchard Street Apartments The selected project, known as Harlow & Hem, would be developed by Mandel Group Inc. at the parking lot site, 1330 N. Wauwatosa Ave. The project is proposing 89 apartment units contained in a three and four-story building. The multi-family building is knit between the townhome units and State Street Station and includes studio through three-bedroom units. Units will feature quartz countertops, stainless steel appliances and hard surface plank flooring. 4 two-story townhomes lining Harwood Avenue would replace the Swan Interiors building at 7487 Harwood Avenue. Acquisition of 7463 Harwood Avenue would allow the developers to create a single-story community room and leasing center on Harwood Avenue. Public Parking is located underground and has 114 parking stalls. Resident private parking located at the second underground level and offers 121 parking stalls. According to the city documents, "20% of the rental units will be reserved for workforce housing to meet the need of the City's labor force. Some of the reserved units will be priced at 60% of the area media income levels and the remaining units will be closer to 80% AMI."
