Press release from the City of Irving: February 17, 2021 Irving Water Utilities is receiving numerous calls from residents who live in apartments with broken and frozen plumbing. The city is ready to help, but cannot enter the property unless it is requested by the property owner or management. Residents in multifamily housing must first contact the property management, property maintenance or landlord about water- and sewer-related problems, who in turn can request Irving Water Utilities.
