You are right. The Southwest Power Pool had a problem keeping up with demand. From what I can find out at least 22,000 homes were effected at one time or another with the rolling black outs. The problem with the SPP was demand was so high. The Texas grid went down due to Neglect. After the last power outage due to a cold snap an independent board was set up to advise the utility about upgrades needed to winterize the power generation systems. Ya they got rid of those guys not long ago and didn’t winterize. They didn’t winterize those horrible windmills, like the ones that are still turning in Wyoming. They didn’t winterize the natural gas production facility’s. They didn’t winterize the electrical production facility’s. Rolling black outs for hours for 22,000 Black outs for days for 2.8 million.
