Loose gravel, cheese grater road surface

I documented some of the failing road issues here: http://orings.ddns.net/road_surface_report.html I have been using Google Street View history to look back in time: the amount of loose gravel on many roads seal coated in 2018 is starkly different than before that time. The issues I bring up here are related to failed seal coatings applied in the 2018 time frame, and those issues are not based on any absurd expectation I might be construed to have. I just want a proper seal coat, not a failed seal coat with extra dangers. The only extreme position taken has been by city engineers that refuse to acknowledge that Austin public works screwed up the seal coat in my area, and their refusal to admit that the screw up resulted in a dangerous road surface that needs to be fixed.
