Witnessed LOST German Shepherd Escape Back of Parked Truck Chico Plaza

NOTE - The image is NOT THE ACTUAL DOG, but a picture of what I remember the dog looking like! Hello! I hope this message finds the owner, as I am not sure they know what happened to their German Shepherd dog today near the Chico Plaza. The dog, as far as I know, is now on their own running through the DT Chico neighborhoods with no collar! :( I want to help as I was one of the witnesses when the dog escaped the truck. I was on my bike in Downtown Chico on Saturday, 2.13.21, when I witnessed a German Shepherd run away from where it had been tied in the back of a black or blue pickup truck, parked across from the Plaza. There were two German Shepherds in the back, both with black and tan/reddish coats. I was on my bike when I heard scuffling and yelping around the corner, and I came across a scene where one of the GSDs had somehow jumped out of the back of the (parked) truck- but their leash was still attached and they seemed to be in distress as they were hanging from their leash, stuck. A crowd of people had assembled to try and help the sweet pup, as the other dog was barking loudly and protectively. One of the bystanders was able to get in close enough to free the dog hanging on its leash, and somehow, the GSD got loose after being freed, and began running quickly in the direction of the Chico Hands sculpture. Myself and several other people took after the dog to try and retrieve it, as it had gotten out of its collar. We followed the dog for a long while and worked hard to try and get it to head back to DT, and split up at one point as others needed to get in their car to follow. I tried to locate the dog on my bike, but it had disappeared. The last place/direction I saw it running was down PINE STREET, between E 4th or 5th street, heading in the direction of Little Caesar's Pizza. I stayed out searching for a long while, asking passerby if they had seen the dog, but eventually returned to where the dog had been lost (the parked truck across from the Plaza) to see if maybe it had been returned. Sadly there were no more bystanders, or owner, and there was only the other GSD in the back of the truck. When I had returned I saw that someone had written in marker or pen on the driver's window of the truck, something like, "You don't deserve a dog!", but no other notes telling the owner what had happened. I immediately raced to buy some notepaper and a pen at Ellis Art to let the owner know what I'd seen, and ran back to the truck- but the owner had sadly left before I could. :( I write this long story in the hopes that this gives the owner the full information over what happened, and I really REALLY hope that someone is able to locate the dear pup that escaped today and get them home.
