Press release from the City of Monrovia: February 12, 2021 Hello Monrovians, On February 7, 2021, Hector Elizalde, Deputy District Director and Military/Veterans Liaison for the 32nd District, died due to complications from COVID-19. Many of us know Hector as an individual who was truly devoted to his job of defending, advocating for, and serving veterans and their families, and tackling any problem that came his way. As a long-time resident of Monrovia, he was a well-beloved individual and had a heart of gold! Hector will be missed, but his accomplishments have left an ever-lasting impact on our community. COVID-19 Tenant Relief Act Extended The Tenant, Homeowner, and Small Landlord Relief and Stabilization Act has now been extended through June 2021. Tenants who have fallen behind on rent or other payments to their landlord, due to financial hardship caused by the pandemic, will continue to be protected from eviction due to non-payment. If you are a renter or a landlord, you may qualify for assistance for overdue rent. City Facilities Closed for President's Day Monrovia City Hall, Public Works Yard, Community Services, and Library will be closed on Monday, February 15, in observance of President's Day. Regular operating hours will resume on Tuesday, February 16. Traffic Signal Improvements Continuing at Intersections along Duarte Road, Adjacent to METRO L Line (formerly GoldLine) City staff has been actively working with Metro and LA County Public Works to implement traffic signal improvements including updated software for the traffic signal controller and an improved timing program to better manage traffic flow. To date, the intersection of Mountain Avenue and Duarte Road along with the intersection of Myrtle Avenue and Duarte Road have implemented the aforementioned improvements. Based on staff observation, residents and motorists in the area will notice: Reduced down time for the railroad gates Signal priority to the traffic lanes that have been waiting the longest once the train arms go up The intersection of Duarte Road and California Avenue is anticipated to receive these improvements the week of February 22. The improvements here, along with improvements made at Myrtle Avenue and Mountain Avenue, are part of an overall enhancement to the Duarte Road corridor as well as L Line intersections. JOB OPPORTUNITY: Police Communications Operator We're seeking an exceptional individual to serve as our Police Communications Operator (part-time). The successful candidate will be responsible for a variety of ongoing responsibilities related to safety, customer service and internal operations including, but not limited to: Answering emergency and non-emergency calls for service; Identifying and dispatching police units using telecommunications equipment; Documenting calls and responses from the public; Performing crisis intervention services; Monitoring burglary and fire alarms for the all City facilities; Researching historical records and data bases as requested; and Providing excellent customer service to enhance our premier municipality. Qualifications Any combination of education and experience that would provide the required knowledge, abilities and skills is qualifying. A typical way to obtain the qualifications would be: High School graduation and two (2) years general office experience, preferably in law enforcement. Experience working with diverse groups and ability to exercise cultural sensitivity awareness is desirable. To apply, an applicant must first create an applicant profile on Government Jobs. Oakglade Sediment Hauling & Maintenance Activities The Oakglade Debris Basin is a drainage structure, located above the intersection of Ridgeside Drive and Oakglade Drive, in the foothills of Monrovia. This structure is owned and operated by the Los Angeles County Flood Control District for the purpose of capturing mud and debris flows from the foothills to protect the life and property below. During the recent rainstorm, this basin accumulated nearly 3,000 cubic yards of mud and debris from the foothills that were recently scarred by the Bobcat Fire. As a part of maintenance and operations of this facility, the sediment needs to be hauled to ensure the basin maintains sufficient capacity for future rain events. This week, Los Angeles County Public Works/ Flood Control began sediment-hauling operations, where sediment is trucked from the basin at the top of Ridgeside / Oakglade to the disposal location within the Sawpit Wash area. Given the amount of debris that is within the basin, LA County estimates that this effort will take in excess of 300 truck trips, with a hope of completing approximately 50 per day. Hauling efforts will be limited to Monday – Friday from 7:00 a.m. to 4:00 p.m. As work progresses, and should rain begin to be forecasted, the City may approve Saturday work. Los Angeles County Public Works has distributed a notification to residents in the impacted area. Volunteer for the Planning Commission The City of Monrovia encourages residents to apply for a position on the Planning Commission to fill an unscheduled vacancy due to the resignation of a Commissioner. The Application period has been extended to 6:00 p.m. on February 18, 2021. Fill out an application. Parking Enforcement to Resume on February 15 Parking enforcement will resume on Monday, February 15. Please pay attention to all posted signs when choosing your next parking spot, especially noting when alternate side parking is in effect on street sweeping days. General Plan Update The General Plan is the City's long range planning document and lays out goals and policies to help guide future growth of the City. The City of Monrovia is asking for input from the community to complete a survey to help guide the upcoming Focused General Plan update. This year, the City will be working with our land use consultant, MIG, to update the Housing Element and the Safety Element of the Monrovia General Plan, as well as create a new Element – the Environmental Justice Element. The Housing Element focuses on planning for community's future housing needs. State law requires that all cities and counties update their Housing Element on a regular basis. This update will cover the 2021-2029 planning period. The completed element will identify housing needs of the community and establish policies, programs and strategies specifically to address those needs. The second element of the General Plan that will be updated is the Safety Element. Recent changes to state law require that all cities adopt climate adaptation and resiliency strategies including wildfire planning within the Safety Element. Finally, the third element included in this year's General Plan update is the Environmental Justice Element. This element is brand new and will be adopted by the City for the very first time. The Environmental Justice Element will focus on communities within the City that bear increased burdens, including high poverty, high unemployment, and air and water pollution. City of Monrovia Monrovia Strong Monrovia Renewal Construction Updates Work is nearing completion in the Northeast Section of Monrovia! In the coming weeks, Excel Paving Company will complete the final sections of concrete improvements and begin preparing for road reconstruction activities. We appreciate your patience and support while we work to execute these improvements throughout our community! Work scheduled for the week of February 15 Fine Grading and miscellaneous patchwork will take place on the following streets: Streets North of Foothill: Madison Avenue, Encinitas Avenue, Ivy Avenue, Canyon Boulevard, Greystone Avenue, Hill Street, Kirkwood Lane, Beechworth Avenue. Prospect Avenue and Pine Tree Lane. Residents should adhere to the "no parking" signs, as street reconstruction will be underway on the following streets: Ivy Avenue from Greystone Avenue to Hillcrest Avenue Prospect Avenue from Canyon Boulevard to May Avenue Sierra Vista Avenue Overview of Street Reconstruction Process and Impacts: As a part of the complete reconstruction, the streets will be pulverized to dirt in a multiple step process: Day 1: A machine will pulverize the existing roadway surface 10" deep to create new base material. This dirt material will be rolled and compacted to be driven upon. Day 2: A couple of days later, crews will return with large machines to remove 4" of the pulverized material. This dirt material will, again, be rolled and compacted to be driven upon. Days 3 & 4: After the material has been removed, crews will return to pave new asphalt on the street. Paving will be completed in 2 – 2" sections. In some cases, the paving sections will be completed on separate days and in others, the paving will take place the same day. *Although this process will take approximately 4 working days for each street section, there might be downtime between each phase meaning that the entire process might take a couple of weeks. During this process, it is important to remember: Although many streets will be turned to dirt, vehicles may still access the street (except for intermittent periods during active construction). There will be parking restrictions in place during work hours however vehicles will be permitted to park on the street at the end of working days. PLEASE ADHERE TO ALL POSTED PARKING RESTRICTIONS. Driveways will be accessible every night; however access may be limited during daytime work activities. Pulverized streets may remain dirt streets for up to three weeks Grinding and Paving Operations will begin during the week of February 15. Residents on the above listed streets are advised to be aware of notifications that are distributed and parking signs that will be posted. Additional information will be provided through this update as work continues in the coming weeks.
