Land Drainage Flooding issues

Help……I am looking for a team to help me repair my property in Keller. It flooded completely about a year ago due to a medical building built at the top of the street that directs their drainage to our street, so when the rain is heavy my property floods. It is a duplex and has been completely gutted, no floor, no kitchen, and one window broken. I hired a con artist by the name of Juan Garcia a year ago (yup, I did just name and shame him) and he ran off with my money, so I am understandably nervous about paying in advance. This nasty man had done this before many times and will get his comeuppance at some point I am sure, but it is what it is. Just trying to explain why I will not pay in advance for labor. Once bitten twice shy. The property has sat empty since then as I did not have the money to fix it. I am now trying to do it one project at a time. My first outcome is to get the outside secure so it does not flood again. It has had French drains before but there is more water coming in than french drains can handle. The city says it needs swells and concrete work to make the water flow away from the property. They will not help as the really rude guy with the medical building clearly pay more taxes so they don't want to upset him. Once I am sure the outside is secured, and it will not flood again I can look to repairing the inside. I am looking for bids on the outside/land job first. If you are a big company about to give a crazy bid don’t bother, I don’t have the money. Would rather give the work to hard-working individuals that need to feed their families and are just happy for work.
