MARLBOROUGH, MA — A Marlborough adult day care facility was one of two facilities fined by the state this week over allegations they billed MassHealth improperly. Attorney General Maura Healey said she levied a combined $1 million in fines against Marlborough's Fun Life Adult Day Care and Monarch Elder Care in Lowell. Healey said the two facilities billed MassHealth for services that "were not provided or that were in excess of permissible billing practices." For example, the facilities billed MassHealth for more hours than clients spent in day programs, the AG's office said. The improper billing dates back to 2014, Healey's office said in a statement. On top of fines, Fun Life and Monarch will both have to use an independent monitor for three years to ensure billing compliance.
