Sincerely, Dylan Email: [email protected] Phone: (626) 932-5585 Highlights in this Issue LA County Issues Phase II Debris & Mudflow Forecast K-RAIL Placement in the area of Ridgeside and Oakglade Drive 2021 State of the City Outdoor Dining in Old Town Monrovia Parking Enforcement to Resume on February 15 45 Cases of Distemper in Wildlife were Reported LA County Department of Public Works has issued a Phase II Debris and Mudflow Forecast A strong and slow moving storm continues to bring periods of moderate to heavy rain to the LA County area throughout today. Forecasts are calling for rainfall totaling up to 2 inches in the foothill areas with the heaviest periods of rain bringing up to 1/2 inch per hour. Monrovia Public Works, in partnership with the Los Angeles County Department of Public Works, have been actively monitoring the rain event in anticipation of debris and mudflow in the burn area from the recent Bobcat Fire. The LA County Department of Public Works issued a Phase II Debris and Mudflow Forecastfor the area of Monrovia that is in the neighborhood of Ridgeside Drive and Oakglade Drive. A Phase II forecast indicates residents should anticipate moderate to heavy flooding and mud or sediment deposition on Ridgeside Drive and Oakglade Drive. Area of Concern The area below the Oakglade Debris Basin, in the vicinity of Ridgeside Drive and Oakglade Drive, has been identified for potential debris and mud flow. Gravel (Sand) Bag Available for Residents Gravel, along with gravel bag materials, is available at Recreation Park in the parking lot off of East Olive Avenue, near the skate park and Barney Glen Baseball Field. Recreation Park - 620 S Shamrock Ave, Monrovia, CA 91016 Please note that the gravel bags are self serve. The City will provide the needed bags and gravel and residents must provide their own shovels, gloves and eye protection. To ensure that there is enough for all of the resident who may use them, please take only what you need. K-RAIL Placement in the area of Ridgeside and Oakglade Drive In the aftermath of the fire, the primary area of concern is the neighborhood around and below the intersection of Ridgeside Drive and Oakglade Drive. While Los Angeles County Flood Control District (LACOFCD) operates and maintains the Oakglade Debris Basin to capture mud and debris flows from the hills, there are concerns that some of the burn areas do not flow into this basin. In the event of rain, the extensive burn scarring in a particular canyon would likely create mud and debris flows that would not be captured by a basin, instead, it could potentially flow onto the surrounding streets. Based upon these concerns, the City, with support from the Los Angeles County Flood Control District and the Burn Area Emergency Response Team of the US Forest Service, will place K-Rail and other barriers along portions of these streets, beginning on Monday, February 1. These barriers will be deployed to prevent mud and debris flow from entering and disturbing private properties in this area, instead allowing it to flow within the street where it can be properly managed and removed. For this year's State of the City, your City Council shares an in-depth look into how we responded to a year filled with challenges while staying true to the Monrovia way. Outdoor Dining in Old Town Monrovia The expanded outdoor dining program will resume on Myrtle Avenue beginning this evening! On Fridays and Saturday, beginning at 5:00 p.m., the 400 block on Myrtle Avenue is extended onto our Old Town streets so restaurants can offer outdoor dining.⠀ Parking Enforcement to Resume on February 15 Parking enforcement will resume on Monday, February 15. Please pay attention to all posted signs when choosing your next parking spot, especially noting when alternate side parking is in effect on street sweeping days. 45 Cases of Distemper in Wildlife were Reported LA County Veterinary Public Health (VPH) would like to make you aware of a distemper outbreak in wildlife in Los Angeles County. There have been 45 cases of sick or dead wildlife reported in the areas of Foothill communities (including Duarte, Pasadena, La Canada-Flintridge, La Crescenta), Baldwin Hills, San Fernando Valley and the far west valley. Please see the webpage detailing this outbreak here. 3 raccoons and 1 fox were confirmed by necropsy to have distemper. Suspect cases included 27 raccoons, 2 foxes, 1 coyote, and 1 skunk with symptoms including discharge from the eyes and nose, disorientation, and/or seizures. 5 raccoons and 3 foxes were tested for rabies and were negative. Distemper is a virus that causes disease in dogs and certain wildlife such as raccoons, skunks, foxes, and coyotes. Distemper does not affect humans or cats. This disease can be spread between infected wildlife and dogs through airborne transmission and contact with shared surfaces (e.g. waterbowls). Common clinical signs of distemper in dogs include: fever, discharge from the eyes or nose, coughing, lethargy, disorientation, tremors and seizures. Currently there is no treatment for distemper, so preventing the disease in dogs is crucial. General Plan Update The General Plan is the City's long range planning document and lays out goals and policies to help guide future growth of the City. The City of Monrovia is asking for input from the community to complete a survey to help guide the upcoming Focused General Plan update. This year, the City will be working with our land use consultant, MIG, to update the Housing Element and the Safety Element of the Monrovia General Plan, as well as create a new Element – the Environmental Justice Element. The Housing Element focuses on planning for community's future housing needs. State law requires that all cities and counties update their Housing Element on a regular basis. This update will cover the 2021-2029 planning period. The completed element will identify housing needs of the community and establish policies, programs and strategies specifically to address those needs. The second element of the General Plan that will be updated is the Safety Element. Recent changes to state law require that all cities adopt climate adaptation and resiliency strategies including wildfire planning within the Safety Element. Finally, the third element included in this year's General Plan update is the Environmental Justice Element. This element is brand new and will be adopted by the City for the very first time. The Environmental Justice Element will focus on communities within the City that bear increased burdens, including high poverty, high unemployment, and air and water pollution. City of Monrovia Monrovia Strong Monrovia Renewal Construction Updates Work is underway in the Northeast Section of the Monrovia Renewal project. This represents the final section of work for Monrovia Renewal, which is the largest public works project in City history! The Northeast project section includes the area of the City that is bound by the City limit to the east, Myrtle Avenue to the west, Greystone Avenue and Hillcrest Boulevard to the north, Colorado Boulevard and Royal Oaks to the south. City Tree Planting Program The City of Monrovia is planting trees throughout our community as it is our goal for the month of January to plant approximately 80 trees according to the City Standard Plan. Staff has been working closely with residents to hear out their desired planting locations in parkways and public spaces. The trees that will be planted are small and medium-sized native trees such as Red Bud, Blue Palo Verde, Crape Myrtles (pink, light pink, and white), and Strawberry Marina. Check out some of our newly planted trees! Phase 1 and 2 have been completed and staff will begin to work on Phase 3 early February. Most of the trees were planted in parkways at the request of the residents. Among these are the Adaptive Reuse of the Monrovia Market Building (approved on Oct. 1), the Overton Moore Pacific Self Storage Project in the former Verizon Building in Old Town (approved on Nov. 19), 127 Pomona Multi-Family Development with 310 units at Station Square (approved on Jan. 21), the Alexan Multi-Family Development with 436 units at Station Square (approved on Feb. 4), and the Arroyo at Monrovia Station Multi-Family Development with 302 units (Planning Commission approved on Feb. 12).
