Help with my dogs behavior

My female dog nips at other dogs faces when she meets them. She does fine meeting them away from her house, like at the beach or inside a pet store, or just on a walk. Is it just a territorial thing? Can she be trained out of it? She’s been raised around 30+ foster dogs since we brought her home at 8 weeks old. Also does anyone have any guess on what breed she is? I have no clue. My guess is a heeler mix. Sometimes I think she has husky in her due to her howling/screaming when something minor is happening and she has to be dramatic.
