PHILADELPHIA — One person has been arrested and charged in connection with the fatal shooting of a 25-year-old man who was walking his dog last week in Philadelphia's Brewerytown section, authorities said. According to police and the Philadelphia District Attorney's Office, Davis L. Josephus, 20, of Philadelphia, has been arrested and charged with murder, conspiracy, robbery, and firearms crimes. Josephus is accused of shooting and killing 25-year-old Milan Loncar, who was walking his dog at the time, at about 6:56 p.m. at 31st and Jefferson streets in Brewerytown. The DA's office said Josephus was denied bail and is not eligible for pretrial release. Josephus was arrested that same night at about 8:35 p.m. at B and Indiana streets, police said. Police stopped a Ford Focus at that time and location in connection with a carjacking that occurred Tuesday, Jan. 12. Four men ran from the vehicle when it was stopped, but the driver was caught, police said. The driver's clothing matched the clothing of the gunman who killed Loncar, police said. Josephus was also charged with receiving stolen property and unauthorized use of a motor vehicle. Police have also identified a second person of interest in Loncar's killing. Court records show Josephus was released from custody on Dec. 29, 2020 after posting 10 percent of $12,000 bail and 10 percent of $20,000 bail following armed kidnapping and an assault charges filed in connection with July and August incidents. In the July incident, his bail was initially $100,000 but that amount was reduced on Dec. 23 by Judge Teresa Carr Deni. And in the August incident, Josephus' bail in that case was initially set at 10 percent of $200,000, but on Oct. 21 Judge Charles Hayden reduced Josephus' bail amount. Josephus' preliminary hearing in the Loncar killing is scheduled for Feb. 1.
