Looking for man who may have lost dog Kiwi

Our sweet dog Kiwi has been missing for more than three months. She is Red Heeler/Chi x and only 14 pounds. We got word there was a man who walked into the Silver Street Market on Monday, 1/11 or Tuesday, 1/12 and had a small dog following him. The clerks and manager all said the dog looked like Kiwi. The man said the dog wasn't his, but has been following him for 3 miles. We don't know anything more about this man, but trying to get information and also refocus the search for Kiwi to downtown, near the bus/train station, skate parks, river and homeless population.
