Why post when you don't respond to emails

I don't understand. What is the scam, why do people post animals to rehome (selling a puppy is not rehoming), and never respond to emails. They don't give the price of the animal and don't list a phone number. Alot of them post a bogus email, and many are located in other states. There are also many with a pic of a dog, but their add is trying to sell another breed. Craigslist use to be a great place to find things, but now, there are too many frauds and scammers.
