Ryan Bouley is a Principal Engineer for the Orange County Water District. Ryan has more than 20 years of construction and project management experience in heavy Civil projects. He is responsible for managing District projects from initial concept, through feasibility, design, construction, and commissioning.
Synopsis:
The Santiago Basin is two parallel basins located on Santiago Creek that are owned and operated by the Orange County Water District (OCWD) for groundwater recharge. Unusually heavy early-winter storms in 2010 caused high flow in Santiago Creek that overtopped and completely eroded the earthen saddle between the two basins leaving a potential for catastrophic damage to adjacent Hewes Street. OCWD worked with CalOES and FEMA over a span of 10 years to repair the damage from these storms. The Santiago Basin Saddle Repair Project installed a 12-foot square box culvert and constructed an 86-foot-tall embankment to reestablish the Saddle and prevent future erosion damage.
