Sacramento was “wet” enough for Mark Twain to name us the “City of Saloons”, but there was always a determined opposition in the Temperance movement, who eventually were successful with Prohibition. Many women were active at a management level, as a precursor to, or simultaneously with, similar involvement in Suffrage and other progressive causes.
