Identifying the Drivers of Pro-Women Institutions in Brazilian MunicipalitiesAbout the Speaker: Claudia N. Avellaneda is the O'Neill Professor and Fischer Faculty Fellow at the O’Neill School of Public and Environmental Affairs in Indiana University. Dr. Avellaneda specializes in governance and public management in developing countries, with an emphasis on local governments. Her main research interests include decentralization, public policy, innovation, governance, and public management, with a regional focus on Latin America. Specifically, Professor Avellaneda investigates determinants of government performance in Latin American municipalities by focusing on the role of the local chief executive — the mayor. In particular, she explores the impact of mayors' education, experience, networking, and political support on social service delivery, public finances, tax collection, and decision-making. She has extended this line of research to Brazilian, Honduran, Colombian, Chilean, Ecuadorian, Guatemalan, Mexican, Peruvian, and Salvadorian municipalities. Professor Avellaneda serves as editor of Local Government Studies. She is also the international editor for the Journal of Behavioral Public Administration and associate editor for the The Journal of Policy Studies. She serves, or has served, on the editorial boards of Public Administration Research and Theory, Public Administration Review, Public Management Review, Public Administration, Urban Affairs Review, Global Public Policy and Governance, Fudan Public Administration Review, Public Service Review (Revista do Serviço Público), and the Brazilian Journal of Public Administration (RAP). Avellaneda Indiana University Bloomington [email protected] Abstract According to the World Health Organization (2020), worldwide violence against women is a major public health and human rights problem, as well as a public administration concern. In search for solutions, governments and non-governmental organizations have adopted and created pro-women institutions with the goal of promoting gender equality and protecting women rights through legal and formal tools. However, the number and nature of pro-women institutions considerably vary across countries and subnational levels of governments. To explain this variation, we rely on the tenets of the theory of political representation. Specifically, we suggest women’s representation in elected positions influences the creation and maintenance of pro-women institutions. To test this proposition, we rely on data from 1,350 municipalities of the Brazilian states of Minas Gerais and Rio Grande do Sul over three administrative terms (2009 to 2018). After controlling for municipal factors, at the aggregate level, findings suggest women’s political representation increases the likelihood of having municipal pro-women institutions. However, this boosting effect is confined to female councilors. Municipalities led by a conservative mayor and with higher white, rural, and Catholic populations are less likely to have pro-women institutions.
