Fix Wall & Basement Light Issue

I am needing to get information on getting a basement interior wall fixed. My husband doesn't have the tools or knowledge to do it. Looking for information or estimates for a fix. Another oddity maybe some one can also help with. My basement lights going down the stairs are being very odd. Here's the deal. We installed smart switches in the house. On the basement stairs there is a switch at the top and the bottom of the stairs. It was working without issue. But now it won't turn the lights on. BUT if we remove all the bulbs from both lights, Turn off the switch. But the bulbs back in. Turn the switch on the lights will come and work normally. But by morning the lights will not turn back on at all until we remove the bulbs again. Pretty sure this is the switch we are using.
