Man Yells, Throws Things In Rooftop Incident: Petaluma PD

PETALUMA, CA — A Petaluma transient is accused of felony vandalism and drug possession in an incident Sunday morning on the rooftop of a Downtown Petaluma business, police said. The Petaluma Police Department dispatched officers at 7:23 a.m. Sunday to a report that a person was erratically on the roof of a business in the 1000 block of Petaluma Boulevard North, Petaluma police Sgt. Ryan Suhrke said. "It was reported the subject, later identified as Quentin Parramore, was yelling, and destroying roof tiles by throwing them from the rooftop," Suhrke said. A group of officers surrounded the business and began to negotiate with Parramore, 23, from the ground as he reportedly continued to throw roof tiles near the front ledge of the business. Meanwhile, another team of officers went to the back of the business where they used a ladder to get on the roof. Suhrke said as the officers approached Parramore, it became apparent he was possibly under the influence of a controlled substance. "The officers on the rooftop contained Parramore and began to speak with him in an effort to de-escalate the situation," Suhrke said. "Due to the weather, the rooftop was slippery and made for hazardous conditions for all the involved parties. At one point, Parramore walked towards the center of the rooftop and officers moved in to take him into custody." Parramore reportedly continued to resist officers but they were able to keep him from slipping off the roof. The Petaluma Fire Department soon arrived with a ladder truck equipped with a large basket for carrying people. Parramore was safely removed from the roof, then booked at the Sonoma County Jail on suspicion of felony vandalism and possession of a controlled substance, police said. There was an estimated $4,000 in damage to the rooftop but no injuries were reported in the incident. "Along with the de-escalation techniques of the officers, the Petaluma Fire Department was instrumental in having a safe outcome," Suhrke said.
