That stuff in the bathtub looks like semi permanent hair dye. Try using the dry Comet powder and a stiff brush. May take a few times, and it will wear off gradually when the shower is used as well. (If that's what it is)
I hope you sue that nasty woman, what a piece of work. Should give a first name to warn other rental owners.
