Aquatic turtle of 27 years needs good home

I have had my turtle for almost the past 27 years and I am at a point where I cannot take care of him properly. I would like to find him a good home or place where he can get proper care and attention. He is a yellow painted turtle (most likely) named Tommy probably around 12 inches long and similar to an adult sized red eared slider. If someone can take care of him or if you know of any connection or places that can help, please feel free to reach out and I will give as much information as I can. I have a lamp that I've had for a while, a small aquarium net, and a smaller tank that I can give. He can be picked up in the greater Philadelphia area and I may be able to transport him through the Lehigh Valley as well.
