What can the United States do to cut spending?

I have some suggestions: Hiring freeze on all vacant federal positions with limited exceptions for national security. Evaluate all non-essential vacant positions for elimination and positions that become vacant in the future. Cut ALL foreign aid, including to Ukraine. Cut funding for state and local projects, except for disaster relief. Pass all 12 appropriations bills ON TIME and force Congress to shorten or cancel August recess until a budget is passed. Keep the government shutdown as long as necessary if necessary. NO continuing resolutions or omnibus bills. NO pay for members of Congress during a shutdown. Enact line item veto and ban earmarks. Sell non-essential/surplus federal property and use proceeds to pay down national debt.
