Water Pipe Plumbing Sparking

I have two pipes at home that seem to be touching. One pipe is copper and the other looks like steel. The copper is incoming water and the steel looks like the drain. They seem to spark, while the copper also look corroded and as if some water was coming from the corrosion. The lights also seem to flicker a bit from time to time. How can I fix this? Thanks for your help in advance.
