Jerry Nadler said “To impeach a President, it must be that serious.” This would require an amendment to the Constitution, but a 2/3 majority for impeachment should be required (2/3 majority is required for conviction, but in the House it’s a simple majority), and the impeached official should be suspended without pay pending the outcome of a trial in the Senate. If acquitted, they would be reinstated with back pay and the impeachment is expunged.
