Shower faucet will not turn off all the way

The shower will not turn off all the way. It is not the plastic handle that is the problem. The problem is the stick thing coming out of the wall shown in the photo that needs replaced. We could replace one or all of them. You may need need to turn off the water to the whole house from the main line water meter (need to bring a tool to turn that) but maybe not necessary. I will pay $60 plus I will pay for parts. There is a home depot less than 2 miles from here.
