looking for birds and chinchillas

I know this might be a long shot but I am looking for a bird that can talk for my wife or say atleast a few words she’s wanted a parrot or any that can talk for awhile. We can afford to take care of one but can’t pay a huge $$ to buy one. Also looking for a chinchilla we have lots of experience with them and I have been looking for one or two for myself same thing though we can afford to take care of them but can’t pay a huge $$ to buy them.
