Need help setting up outdoor lights

I bought outdoor string lights for my storefront and need help installing them. Here's a link to the outdoor string lights: I need to make sure they're really secure and drilled into the exterior of the building. I want them pretty high up in front of the store so I will provide a ladder and pay for all supplies from the hardware store. We have a drill if you need it but prefer someone who is extremely handy and experienced doing this kind of thing (and that person would surely have their own drill). There's an exterior outlet the lights can plug into. Shouldn't take long at all, maybe an hour or 2. Can pay $150 for the job. It just might be technically challenging because it's high up and you have to figure out how to secure the lights (so they can endure through high winds etc.)
