Not only do they not fear penalties for violating our borders, but they are rewarded with food, clothing, lodging, medical care, transportation to where they want to go, free phone, money in their pocket, etc. Trump would have had the fence up for less than 20 billion dollars. Illegals who have invaded our country cost us over a hundred billion a year and growing each year. A fence tells them they are not welcome, no fence and free chit is an invitation.
