Need Contractor to do Soffit and Facia work or just pull Permits

Need Contractor to either do repair work themselves on Soffit and Facia for a 3 story building located in Oakland or just pull Permits and subcontract the work for my Roofers because they can not pull the scaffolding permit. I have Architectual drawings already approved and Scaffolding drawings completed. I already paid for the scaffolding rental the company will set it up and take it down for Contractor. My budget for the soffit and facia work is no more than 45,000 My budget for a contractor to just pull the permits and sub contract the work to my Roofers is 15,000
