Looking for small breed puppy

I'm looking for a small breed puppy. I prefer a papillon, but I'm willing to look at other small breeds. Must stay under or around 10#s when fully grown. Will be a spoiled house pet, with kids and another small dog. I'm not interested in larger breeds, I'm not interested in older dogs, I'm not interested in breeds with flat faces. Not interested in paying a "small" rehoming fee, that is actually several hundred dollars. Small fees are ok, "small fee for this breed" or "designer mutt fee" not happening.
