Republicans are less likely to negotiate any Bi-Partisan deal. They have a more radical wing than Democrats that they are beholden too. Pelosi was able to clamp down on the Democrats more radical wing, something that I think McCarthy will be unable to do Republicans. Putting that aside, Republicans don't like Bi-Partisan Bills. They don't even like to negotiate within their own Caucus if they can avoid it. Look at there attempt to repeal ACA. Most members on the Floor had never seen it until it came up for a Vote which is one of the reasons it failed. They didn't want the CBO to score or anyone to even look at it before it was passed. Look at the Infrastructure Deal that Democrats thought that they had with Trump. He nixed it because Fox News and the radical wing of the Republican Party didn't like that Democrats were involved in the negotiations and felt like they got too much. This was after Trump stated it was a good Deal. Obama negotiated the ACA for over a year. Paul Ryan admitted that it contained over 100 Republican negotiated Amendments including removing the Single Payer option and they still voted against it. When will people learn, Republicans are not trying to run Govt to help the People but destroy as much of it as they can to help the top 1%. The Republican party is currently totally lost and they currently only exist to take more from us to give to there 1%
